美國(guó)在全球?qū)Ψ钱a(chǎn)能大國(guó)燃料油的需求飆升之際限制出口,將給石油和燃料油價(jià)格均增加上行壓力

美國(guó)煉油企業(yè)已經(jīng)表示,由于庫(kù)存低,對(duì)歐洲的柴油出口沒有太多空間,來(lái)自政府的壓力只會(huì)放大這一事實(shí) 

據(jù)美國(guó)油價(jià)網(wǎng)8月26日?qǐng)?bào)道,《華爾街日?qǐng)?bào)》日前獲得的美國(guó)能源部長(zhǎng)格蘭霍姆致7家大型煉油企業(yè)的一封信顯示,由于美國(guó)國(guó)內(nèi)燃料油庫(kù)存水平多年來(lái)一直處于低位,政府敦促美國(guó)煉油企業(yè)限制他們的燃料油出口。

由于歐洲國(guó)家和一些南美國(guó)家正在尋找產(chǎn)能大國(guó)燃料油的替代品,美國(guó)的燃料油出口近幾個(gè)月來(lái)一直在增長(zhǎng)。 在歐洲,歐盟(EU)即將對(duì)原油及其石油產(chǎn)品實(shí)施的禁運(yùn),正促使貿(mào)易商從非該國(guó)來(lái)源采購(gòu)越來(lái)越多的柴油。 美國(guó)就是其中之一,7月份美國(guó)柴油日出口量達(dá)到140萬(wàn)桶,為5年來(lái)最高。 其中大部分柴油需求增長(zhǎng)來(lái)自歐洲。

格蘭霍姆在本月寫給7家美國(guó)煉油企業(yè)的信中寫道:“考慮到美國(guó)成品油出口的歷史水平,我再次敦促你們?cè)诮趦?nèi)集中精力在美國(guó)建立庫(kù)存,而不是拋售現(xiàn)有庫(kù)存來(lái)進(jìn)一步增加出口。”

格蘭霍姆在《華爾街日?qǐng)?bào)》獲得的信中補(bǔ)充稱:“我們希望煉油企業(yè)能夠主動(dòng)解決這一需求。” 

“如果情況未能達(dá)到預(yù)期如此,美國(guó)政府將需要考慮采取更多政府明令或其他緊急措施。”格蘭霍姆如是說(shuō)。

分析人士說(shuō),美國(guó)在全球?qū)Ψ钱a(chǎn)能大國(guó)石油和燃料油的需求高漲之際限制出口只會(huì)推高油價(jià)。  

據(jù)美國(guó)煉油企業(yè)說(shuō),未來(lái)美國(guó)對(duì)歐洲的柴油出口量沒有太大增加空間。 

瓦萊羅能源公司執(zhí)行副總裁兼首席商務(wù)官蓋理·西蒙斯在7月舉行的公司第二季度財(cái)報(bào)電話會(huì)議上表示:“對(duì)我們來(lái)說(shuō),向歐洲供應(yīng)更多柴油將是一個(gè)真正的挑戰(zhàn)。”

西蒙斯補(bǔ)充稱,由于美國(guó)柴油庫(kù)存較低,且“該行業(yè)基本用盡庫(kù)存”,“我很難看到將有大量柴油從美國(guó)流入歐洲”

The Administration Urges Refiners To Curb Fuel Exports

·     According to a letter sent by U.S. Energy Secretary Jennifer Granholm to seven U.S. refiners, the Biden administration wants refiners to limit fuel exports.

·     Limiting exports at a time when global demand for non-Russian fuel is soaring would add upward pressure to both oil and fuel prices.

·     Refiners have already said that there isn’t much room to increase exports to Europe due to low inventories, pressure from Washington only amplifies that fact.

The Administration is urging American refiners to limit their fuel exports amid multi-year low domestic inventory levels, according to a letter U.S. Energy Secretary Jennifer Granholm sent to seven big refiners obtained by The Wall Street Journal.

U.S. fuel exports have been rising in recent months as countries in Europe and some in South America are looking to source alternatives to the larger producer's fuel. In Europe, the looming EU embargo on crude and products is prompting traders to source growing amounts of diesel from other sources. The U.S. has been one such source, and its exports hit 1.4 million bpd in July, the highest in five years. A lot of the increase is coming from Europe. 

However, the U.S. Administration is now urging refiners to curb exports in order to raise inventory levels at home.

"Given the historic level of U.S. refined product exports, I again urge you to focus in the near term on building inventories in the United States, rather than selling down current stocks and further increasing exports," Secretary Granholm wrote in a letter to seven American refiners this month. 

"It is our hope that companies will proactively address this need," she added in the letter obtained by the Journal. 

"If that is not the case, the Administration will need to consider additional Federal requirements or other emergency measures."

Limiting exports at a time when global demand for other oil and fuels is high would only drive up oil prices, analysts say. 

According to U.S. refiners, there isn't much room for a further increase in diesel shipments from America to Europe going forward. 

Gary Simmons, Executive Vice President and Chief Commercial Officer at Valero Energy, said on the Q2 earnings call last month that "It's going to be a real challenge for us to be able to supply a lot more diesel into Europe."

With U.S. inventories low and "the industry basically running all out," "it's very difficult for me seeing that there's going to be a lot of flow from the U.S. into Europe," Simmons added.
